This is a powerful image, and says so much. The man is submissive – and submitting. And at first glance, he doesn’t seem too happy about it. But it is also possible that he is exactly where he wants to be. We cannot know. And this to me makes it an artistic photo: it leaves it to the viewer to decide what was going on, what will happen, and what the sub might be thinking… is he alone or is someone there, out of the picture?
So my reading of this is tha the is exactly where he wants to be, respectful of his owner, obedient, and only briefly keeping his playful nature at bay.
